Background:

Iraq was experiencing massive shortages of electrical generating and transmission capacity after the liberation effort. The Iraqi Ministry of Electricity urgently needed any possible capacity to be constructed quickly to assist in the stabilization of the country.

The Problems:

The schedule for this project required an ultra-fast track detailed design and procurement for a 500 MW generation facility to be interconnected to the existing 400 kV transmission system. There were no established standards 
or specifications for the project. No information about the interfacing transmission system were available.

The Solution:

The US based main power plant EPC contractor selected MSE to completely engineer from a blank sheet of paper, and procure all major equipment for the 400 kV substation. To meet the interconnection needs of the project, a 14 element breaker and a half scheme was selected. MSE completed engineering and had all major substation equipment (including 5 – 400 / 11 kV, 125 MVA transformers) manufactured, tested, and available for shipment within 12 weeks. MSE created a partnership with an Iraqi consulting group to train and provide on-site technical advisors to assist with construction and commissioning of the system. MSE’s scope of work was delivered on the originally quoted schedule and within the budget originally quoted by MSE.
